The U.S. Army Corps of Engineers, Savannah District, plans to issue a sole source purchase order to General Power Engineering Associates for specialized engineering and technical services related to the repair of the 80 megawatt Unit 5 Rotor Rim and Spider at the Hartwell Powerplant in Georgia. This decision follows the identification of a failure in the Rotor Spider caused by an excessively tight Rotor Rim during a previous contract. The repairs aim to restore the damaged Rotor Spider, reduce Rotor Rim shrinkage to acceptable levels, conduct testing to validate the repairs, and inspect the Stator. Given the complexity and specialized nature of the hydropower generation equipment involved, the services require engineers with specific expertise in this field to develop repair procedures and provide engineering oversight throughout the project. This procurement will be conducted pursuant to FAR 6.302-1 as a sole source action, and it is not a request for proposals; no solicitation will be issued. Interested and responsible sources may submit written capability statements for consideration, which will be evaluated solely to determine whether a full competitive procurement will be conducted. All responses must be submitted in writing to the Contracting Officer by April 16, 2010, with oral communications not accepted. The contract supports the Hartwell Dam and Lake Project and falls under NAICS code 541330, related to engineering services, and represents a critical effort to ensure the operational integrity of the Unit 5 rotor at this essential hydroelectric facility.

The U.S. Army Corps of Engineers, Savannah District, intends to award a sole source purchase order pursuant to FAR 6.302-1 to General Power Engineering Associates, 6681 33rd St East, Bldg C-1, Sarasota, FL 34243, for Engineering and Technical Services for the repair of the 80 megawatt generating Unit 5 Rotor Rim and Spider at the Hartwell Powerplant, Georgia. The Unit 5 rotor is an integral part of highly specialized equipment that requires highly skilled engineers with hydropower generation specific experience. This is not a request for proposals and no solicitation is available. All responsible sources may submit a written capability statement to the Contracting Officer for consideration. Submitted information will be evaluated solely on the basis of determining whether or not to conduct this procurement on a competitive basis. A determination not to complete this requirement is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
