The U.S. Environmental Protection Agency intends to award a sole source contract to Birclar Electric and Electronics, LLC for the inspection, maintenance, and rebuilding of three Champion-brand air compressors. This work will support the National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan, specifically benefiting the Testing and Advanced Technology Division. Because these compressors provide essential hydrocarbon-free air to analyzer benches, the project requires a contractor capable of performing all necessary repairs and maintenance without interrupting the flow of compressed air to vital laboratory systems. This procurement is being conducted under FAR Part 13 Simplified Acquisition Methods, with Birclar identified as the only source possessing the combined capabilities and equipment to meet these specific operational requirements. While the agency intends to negotiate a sole source agreement, interested firms may submit documentation of their capabilities to the contracting office within 15 calendar days of the notice publication for consideration. All inquiries and capability statements must be directed to Brad Werwick at the Cincinnati Acquisition Division.

The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Birclar Electric and Electronics, LLC to inspect, provide maintenance, and rebuild three Champion-brand air compressors. This contract will support the efforts of the U.S. EPA¿s Testing and Advanced Technology Division (TATD), National Vehicle & Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan. Birclar Electric and Electronics, LLC is the only known source that can conduct the inspection, maintenance, and rebuilds. No other source has the combined capabilities and experience necessary. Specifically, Birclar is fully equipped to provide the customary parts, labor, supervision, and equipment required to complete the work while also maintaining a pressurized compressor system. These compressors supply air to the zero air generators that, in turn, supply clean hydrocarbon-free air to analyzer benches in all sections of the lab, so it is mandatory that the work is completed without stopping or obstructing compressed air to the vital laboratory systems. This procurement will be accomplished under FAR Part 13 Simplified Acquisition Methods. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to the office identified in this notice. Documentation must be submitted and received by the office within 15 calendar days of the date of publication of this notice.
