The contract is a basic ordering agreement (BOA) with Rolls-Royce Naval Marine, Inc., based in Walpole, MA, for the annual repair and evaluation of Navy propellers ranging from 7 to 23 feet in diameter and weighing up to 90,000 pounds. The agreement covers the period from April 4, 2008, through April 3, 2009, and functions as a pre-solicitation synopsis for all repair orders placed by the Naval Inventory Control Point (NAVICP). Individual repair orders valued over $25,000 will be formally synopsized according to federal acquisition regulations, ensuring transparency and compliance. Rolls-Royce is uniquely qualified among six companies nationwide to perform these repairs due to their specialized equipment, tooling, facilities, and expertise necessary for complex Navy propeller maintenance and refurbishment for both combatant and auxiliary vessels. Orders under this BOA are issued pursuant to a statutory exception allowing sole-source procurement, as the government lacks the technical data required to competitively solicit these repairs. The contract also incorporates guidance for alternative product offerings, allowing interested parties to submit proposals in alignment with NAVICP solicitation terms. The Department of Defense, operating through the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, PA, manages this procurement.
