This contract pertains to an annual basic ordering agreement (BOA) with Erie Forge and Steel Inc. for the evaluation and repair of Navy propulsion shafts across various ship classes. Covering the period from November 1, 2009, through October 31, 2010, it serves as a pre-solicitation notice for repair orders issued by the Naval Inventory Control Point (NAVICP). The work encompasses a range of propulsion shaft types identified by specific National Stock Numbers (NSNs), such as those for AOE 1, AS 33, LHA, and LSD 41 ship classes. Orders exceeding $25,000 under this agreement will be publicly synopsized according to federal acquisition regulations. Contracts and repair orders under this BOA are awarded under the authority of 10 USC 2304(c)(1), allowing non-competitive procurement due to the government's current lack of relevant technical data to conduct a competitive process. The solicitation follows NAVICP’s guidance, particularly clause LA27LN regarding Alternative Products Offered, which is relevant for suppliers interested in providing these specialized propulsion shaft repairs. The contract work falls under NAICS code 336611 and is managed by the Navsup Weapon Systems Support Mech office within the Department of Defense, based in Mechanicsburg, Pennsylvania.
