Base + 4 Service/Maintenance of Siemens Sequoia (5 each) Medical Equipment Systems at Kansas City VAMC. Estimated Cost $349,685.00 4. An identification of the statutory authority permitting other than full and open competition. 6.302-1 Only one responsible source and no other supplies or service will satisfy agency requirements 5. A demonstration that the proposed contractor's unique qualifications or nature of the acquisition requires use of the authority cited. Siemens Medical has proprietary rights to OEM parts and diagnostic software for this equipment. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a CBD notice was or will be publicized as required by Subpart 5.2 and if not, which exception under 5.202 applies. A notice of intent to award a sole source action was published to Fedbizops. 7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. At a minimum a price analysis to determine whether the price is fair and reasonable will be conducted. If a determination cannot be made even after obtaining additional information from sources other than the offeror, the contractor will be required to submit information other than cost or pricing data to support further analysis. 8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted. Market research indicates that Siemens Medical has proprietary rights to OEM parts and diagnostic software for this equipment. 9.
