AI Contract Overview

The contract involves the repair or modification of a specific item identified as a spool (NSN 7H-2835-010391161-A1) with a quantity of one unit, to be delivered FOB origin to GE Engine Services Inc. in Cincinnati, Ohio. The government intends to negotiate this procurement exclusively with a single source, indicating it is not a competitive solicitation. Potential suppliers may express their interest and capability to fulfill the requirement, but the government retains sole discretion to proceed without competition. The decision to restrict competition stems from the government’s lack of ownership of the necessary technical data and a determination that acquiring or reverse engineering such data is uneconomical. Interested parties may access relevant military and federal specifications and standards from designated DoD document services, although certain technical drawings and patterns are not publicly stocked. This contract is managed by the Naval Supply Weapons Systems Support Office located in Mechanicsburg, Pennsylvania, under the Department of Defense. The government has clarified that the acquisition will not follow the commercial item acquisition policies outlined in FAR Part 12 but allows interested parties to propose commercial item alternatives within a 15-day window following the notice. Market research has ruled out competitive procurement due to the technical and proprietary constraints. Documentation supporting the requirement can be obtained via the DoD Single Stock Point or online through the ASSIST system, ensuring all interested vendors have access to necessary specification materials to determine their capability to participate.

General Info

Single-source repair of one spool for GE Engine Services, non-competitive procurement, proprietary data constraints.
