This contract is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside issued by the Department of Veterans Affairs for the replacement, installation, programming, and commissioning of Variable Frequency Drives (VFDs) at the Tennessee Valley Healthcare System (TVHS) in Nashville, Tennessee. The scope of work includes disconnecting existing VFDs and related components, supplying and installing new Danfoss-manufactured VFDs with disconnects and bypasses across multiple air handling and exhaust fan units of varying horsepower ratings. The contractor is responsible for ensuring all new VFDs are integrated with the Building Automation System (BAS) and, where necessary, the Fire Alarm system, maintaining continuous facility operations and complying with all applicable codes and healthcare standards such as the National Electrical Code (NEC). The contract period is from July 1, 2026, through October 31, 2026. Qualified contractors must be experienced, licensed electricians with NICET or equivalent certification, OSHA-approved safety training, and a proven track record with VFD replacement in similar facilities. They are required to submit detailed work reports, maintain quality control, perform all required safety measures including participation in Infection Control Risk Assessment (ICRA), and coordinate all outages with VA representatives to minimize impact on hospital operations. The solicitation follows federal acquisition regulations with specific FAR and VAAR clauses incorporated by reference, and proposals are to be submitted electronically by June 16, 2026. Evaluation criteria include price, technical capability—specifically expertise with Danfoss VFDs and BAS integration—and past performance. The contract award will be a firm fixed-price purchase order with FOB destination, and all contractor personnel must adhere to strict identification, conduct, and safety requirements while on VA premises.
