The U.S. Department of Veterans Affairs, through Network Contracting Office 16 in Houston, Texas, intends to award a sole-source, firm-fixed-price contract to Translogic Corp. of Bloomfield, Colorado, for preventive maintenance and software support services on the Translogic Pneumatic Tube System located at the Overton Brooks VA Medical Center in Shreveport, Louisiana. This acquisition is non-competitive under FAR 13.106-1(b)(2), as Translogic Corp. is the original equipment manufacturer and the only responsible source capable of providing services that ensure system integrity, compatibility, and compliance with federal safety and security standards. The contract, identified by solicitation number 36C25626Q0818, has a one-year base period from July 19, 2026, through July 18, 2027, with four additional one-year option periods extending potential performance through July 18, 2031. The acquisition is classified under NAICS code 811210, Custom Computer Programming Services, with a size standard of $34 million in annual receipts. No contract value is disclosed, and pricing is not provided, consistent with the sole-source nature of the procurement. All services must be performed on-site at the medical center and include an annual comprehensive inspection, cleaning, calibration, lubrication, and replacement of components using OEM-approved parts, along with mandatory software updates and patches that meet VA Handbook 6500 and VA Directive 6550 security and validation requirements. The contractor is required to submit detailed service reports after each maintenance event, obtain authorization before disposing of replaced parts, and ensure minimal system downtime. Contractors responding to this pre-solicitation notice must provide evidence of ownership structure, small business or socioeconomic status, OEM authorization, Buy American and Trade Agreements Act compliance certifications in SAM, product origin details, delivery schedules, and disclose any joint venture arrangements. Responses are due by May 26, 2026, and must be submitted via email to the contracting specialist Rhonda Gibson; failure to respond may result in the government proceeding directly with Translogic Corp. without further competition. The Contracting Officer’s Representative for oversight is Pamela Shirley, with Joshua Delcomyn as the alternate, and invoices must include the IFCAP obligation number, contract number, service description, and billing period and be sent to the VA Financial Service Center in Austin, Texas.
