J065--Biomed Test Equipment Calibration Services

This is a Sources Sought Notice for annual calibration services and routine technical telephone support for biomedical test equipment owned by the VA Long Beach Healthcare System located at 5901 E 7th St, Long Beach, CA 90822. The notice seeks market research to identify qualified small businesses including Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a) certified firms, HubZone small businesses, and other small businesses capable of providing full-service onsite calibrations for pressure, temperature, EKG testers, and other specialty biomedical equipment listed in Attachment A. All responses must be submitted via email to Contract Specialist Katharine Robert at katharine.robert@va.gov no later than 3:00 PM Mountain Time on July 1, 2026, and must include the company name, address, point of contact, phone and email, SAM UEI number, business size standard, a detailed capability statement demonstrating ability to perform the work, and an informal quote using the provided price schedule. The informal quote is for market research only and will not constitute a binding agreement or procurement commitment. The NAICS code is 811210, and the anticipated contract period includes a base year from September 15, 2026 to September 14, 2027, with three option years extending through September 14, 2030. Contractors must provide all necessary parts, materials, equipment, qualified personnel, labor, and transportation to perform calibrations annually in June and offer 24/7/365 technical phone support, with normal coverage hours Monday through Friday, 5 a.m. to 5 p.m. PST, excluding federal holidays observed by the VAMC. All personnel require HSPD-12 compliant badges issued through the COR, with a potential 30-day processing time, and no onsite work is permitted without an approved badge except under emergency conditions where a temporary day badge may be issued. Detailed service reports including date, problem summary, parts replaced, labor and travel time, equipment description, ID, serial number, and purchase order must be submitted within five business days of service and approved by Biomedical Engineering personnel, with provisions for after-hours delivery procedures. Contractors must have access to full service manuals and diagnostic software keys and are required to supply all hand tools, diagnostic equipment, ladders, and other items necessary to perform the work.
