Z1DZ--FY27 NRM (PROJ 516-26-117) BB Repair Steam Piping in Manhole Near Building 1This procurement is a preset-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) to repair a critical steam piping system in a manhole located between Buildings 1 and 111 at the Bay Pines VA Medical Center in Florida. The work involves complete site preparation including demolition and removal of existing structures, followed by the installation of new piping to address an active and significant steam leak. The leak affects the main steam distribution point serving multiple buildings, and shutting down the system for repairs will result in an extended loss of heat until completion. Due to the complexity and length of the job—estimated to take several months—a proactive approach is required, including early procurement of proprietary jacketed piping with long lead times to minimize system downtime. The project falls under NAICS code 236220 with a $45 million small business size standard, and the estimated contract value is between $5 million and $10 million. Only registered SDVOSBs in SAM.gov are eligible to compete, and business eligibility will be verified through the Small Business Search portal. This is strictly a pre-solicitation notice meant to gather market interest and confirm sufficient qualified SDVOSB participation before issuing the formal request for quotation on or about August 5, 2026. No contract will be awarded from this notice. Interested businesses must respond through the designated point of contact, Contracting Specialist David Hernandez, to express intent to compete and ensure the set-aside remains valid. The full solicitation will include detailed specifications, drawings, and performance requirements, and proposals must be submitted through the official RFQ process when released. All contractors must maintain active SAM.gov registration throughout the entire contract lifecycle, from award through final payment. The work is classified as commercial and institutional building construction with no exceptions to the SDVOSB set-aside requirement.

No competitive solicitation is being issued; however, interested parties may submit a capabilities statement demonstrating that another contractor can provide the identical product and prove authorized distribution status, along with supporting documentation including a SAM UEI, size status, socioeconomic certifications, evidence of OEM authorization, technical brochures, and confirmation of origin. Responses must be submitted via email to David Griganavicius no later than 12:00 p.m. EST on July 21, 2026, with no telephone or fax inquiries permitted.
