NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 12 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 12. New Mexico Veterans Affairs Healthcare System (NMVAHCS) intends to issue a five year (one 12-month base year; and four 12-month option years); firm fixed prices; sole source award contract to the Applied Software, Inc.. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before June 16, 2026 at 2:00 pm Pacific Time by sending an email to dyne.kim@va.gov. NAICS Code: 513210  Software Publishers represents the Software Publishers industry, encompassing businesses that design, develop, and distribute computer software, along with related support services. Background: New Mexico VA Health Care System (NMVAHCS) requires a service agreement to provide licenses and maintenance for MagView Software, which is used in Mammography. It provides reporting, patient workflow, risk assessments and helps us meet MQSA compliance. The New Mexico VA Health Care System (NMVAHCS) requires licenses to use the software, regular updates, and technical support in case any issues come up which render the software nonfunctional. Scope: The contractor shall provide all software licenses, updates, maintenance, and technical support necessary to ensure full, uninterrupted operation of the MagView software used in Mammography at the New Mexico VA Health Care System (NMVAHCS). This includes provisioning and renewing MagView licenses; delivering all required software upgrades and patches; and supplying timely technical assistance to correct issues that may impair system performance, functionality, or availability. Services shall ensure continuity of clinical workflow, accurate reporting, patient risk assessments, and ongoing compliance with Mammography Quality Standards Act (MQSA) requirements.
Objectives: The objective of this contract is to ensure that the New Mexico VA Health Care System maintains uninterrupted access to the MagView software and all its essential functions that support mammography operations. This includes maintaining valid and active software licenses, receiving all necessary updates, enhancements, and security patches, and ensuring the system remains fully functional and compliant with MQSA standards. The contract also aims to provide reliable and timely technical support to address any issues that may impact reporting capabilities, patient workflow tools, risk assessment features, or overall system performance. Through these services, the contractor will support NMVAHCS in sustaining accurate, efficient, and compliant mammography operations.
