AI Contract Overview
Solicitation 36C25026Q0352 is a request for quotes issued by the Department of Veterans Affairs Network Contracting Office 10 for preventive maintenance of Reverse Osmosis (RO) systems at the Ann Arbor VA Medical Center. This total small business set-aside anticipates a firm-fixed-price contract consisting of a one-year base period starting May 18, 2026, with four optional one-year extensions, potentially extending the total performance period to five years. The scope of work includes quarterly preventive maintenance and the replacement of mixed-bed deionization tanks. Per Amendment 0001, the required annual quantity of mixed-bed DI tanks was increased from four to twelve to better align with water quality demands. The government will utilize a trade-off evaluation process to award the contract based on technical capability, price, and past performance. Offerors must submit a proposal consisting of a signed SF 1449, a price schedule, representations and certifications via SAM.gov, a technical approach limited to ten pages, and a record of past performance from the last three years. All quotes must be submitted electronically to the contracting officer by March 30, 2026, at 10:00 AM Eastern Time. Contractor personnel are required to meet specific VA security and training mandates, including privacy and information security awareness, and must adhere to AAMI standards for all required testing upon completion of emergency work.

This amendment is to answer one industry question received: Question: Regarding the Sterile Processing Service RO system maintenance scope, the Statement of Work indicates that a 3.6 cu. ft. mixed-bed DI tank shall be delivered and replaced as indicated by monthly evaluations. However, the Price Schedule lists a quantity of four (4) mixed-bed tanks per year. Please confirm that the contract anticipates a maximum of four (4) mixed-bed DI tank exchanges annually and that any additional exchanges required due to water quality demand would be handled as a separately billable service outside the firm-fixed price preventive maintenance scope. Answer: After further review, the quantity is increased to three (3) per quarter, and annual total increase to 12. The SOW and Price Schedule have been updated in the attached RFQ, which shall be used for any offer submitted. This concludes the question-and-answer period.
