The U.S. Department of Veterans Affairs, through Network Contracting Office 22 in Tucson, Arizona, intends to award a sole-source, firm-fixed-price contract to PROAIM AMERICAS, LLC for comprehensive service and maintenance support of Carl Zeiss medical equipment at VA facilities, primarily the San Diego Healthcare System. This action is justified under FAR 6.302-2 due to the requirement for Zeiss-specific technical expertise, as only PROAIM AMERICAS, LLC holds the necessary manufacturer authorization to perform repair, calibration, software updates, and preventive maintenance on the listed Zeiss equipment including the PENTERO 900, OPMI PICO, ARTEVO 800, and HFA3 860 units. The contract will cover a base period of one year beginning July 17, 2026, with three one-year option periods extending through July 16, 2030, and includes 24/7 remote technical support, on-site annual maintenance, replacement parts, and electronic service reporting within seven days of each visit. All work must adhere to Zeiss OEM specifications and FDA guidelines, with parts replaced becoming government property and no-charges items requiring clear invoice identification. The vendor must provide all tools, equipment, and labor without government support, and personnel must comply with strict site access protocols including photo ID badges, scheduled check-in/check-out procedures, and work restricted to business hours. The solicitation number is 36C26226Q0746, classified under NAICS code 811210 with a $34 million small business size standard, and is a non-competitive procurement requiring vendors to submit a capability statement by May 15, 2026, via email to Charity Cazee. Submission must include UEI and CAGE codes, confirmation of small business status including any SDVOSB or VOSB designation with active registration in the SBA Dynamic Small Business Search registry, and proof of Zeiss authorization. While no formal evaluation factors or pricing details are provided due to the sole-source nature, the government will consider responses only to determine if competition is feasible—the award will be made without competition based on the unique technical constraints tied to Zeiss equipment. Invoicing must be submitted electronically through OB10 or X12 EDI formats to the VA’s Financial Services Center, and all work must be performed on-site at VA San Diego; equipment may not be
