This action is justified under FAR 6.302-2 due to the requirement for Zeiss-specific technical expertise, as only PROAIM AMERICAS, LLC holds the necessary manufacturer authorization to perform repair, calibration, software updates, and preventive maintenance on the listed Zeiss equipment including the PENTERO 900, OPMI PICO, ARTEVO 800, and HFA3 860 units. The contract will cover a base period of one year beginning July 17, 2026, with three one-year option periods extending through July 16, 2030, and includes 24/7 remote technical support, on-site annual maintenance, replacement parts, and electronic service reporting within seven days of each visit. All work must adhere to Zeiss OEM specifications and FDA guidelines, with parts replaced becoming government property and no-charges items requiring clear invoice identification. The vendor must provide all tools, equipment, and labor without government support, and personnel must comply with strict site access protocols including photo ID badges, scheduled check-in/check-out procedures, and work restricted to business hours.
