The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB) and Small Businesses interested and capable of providing the services requested, as well as any large businesses. The results from this source sought notice will be used to determine the appropriate set-aside.
The intended contract is a firm-fixed price service contract.
The SBA Non-Manufacturer Rule is not applicable as the intended contract is for services.
The Department of Veterans Affairs, NCO20 is looking for manufacturer authorized service providers with access to OEM parts of the following requirement:
12 month preventative maintenance services for existing Chromium X equipment at Boise VAMC in accordance with Statement of Work below. Equipment to be serviced: Chromium X - 12 month Assurance Plan Serial no: CXVG12468 Manufacturer: 10X Genomics
Statement of Work: 1. Contract Title Chromium iX - 12 month Assurance Plan - SN# CXVG12468 2. Background BVAMC Research Service is planning to purchase a Chromium iX - 12 month Assurance Plan - SN# CXVG12468 to ensure proper maintenance of the necessary lab equipment 3. Scope The site of the equipment will be in Research Services, building #117, 125. The contractor provide the service contract for the already installed machine Chromium iX 4. Specific Tasks 4.1. The contractor will extend the 12-month warranty for the system. 5. Performance Monitoring (if applicable) The point of contact (POC) will be a Research staff member who will be an end-user of the system. The POC will coordinate all warranty concerns related to the new system. Jay Radke will serve as the POC. 6. Security Requirements The system will not have the need access to a VA system or VA sensitive information. The Chromium iX & Accessory Kits is a stand-alone instrument requiring no VA Network access. The C&A requirements do not apply, and a Security Accreditation Package is not required. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) No GFE or GFI will be needed or provided, and the contractor does not require access to any additional equipment or materials. 8. Other Pertinent Information or Special Considerations The contractor possesses the specific expertise required install and perform warranty work on the controller. a. Identification of Possible Follow-up Work. If any unforeseen issue(s) arise during the one-year warranty period. b. Identification of Potential Conflicts of Interest (COI). It has been determined by the COR that no conflict of interest exists with the purchase contract. c. Inspection and Acceptance Criteria. No contractor will be on site. 9. Risk Control The Research building 117 is designated as a BSL-2 facility. The rooms are marked to denote specific hazards that are currently in use. In the rooms where the work will be performed, the PPE requirements will be noted, as per policy. PPE is available. Additionally, there are no patients, nor patient care in the research buildings. 10. Place of Performance Boise VAMC Research Building #117, 125 500 W. Fort Street Boise, ID 83702 11. Period of Performance The warranty period will be for 1 year starting from the day of the completion of the installation of the system. 12. 5) Please provide a courtesy quote in response to this request to evaluate price reasonableness for any set-aside determination.
6) Capabilities Statement addressing the requirements in the Statement of Work to include: References for similar services currently being provided or previously provided at the required service levels as outlined in the Statement of Work.
The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
