Performance is to be conducted remotely during government business hours with 24/7 critical incident response capability, and the period of performance will run from 14 May 2026 through 13 May 2027. The acquisition is conducted under FAR Part 12 as a commercial item procurement, with all solicitations and submissions handled electronically via the Wide Area WorkFlow system. All offerors must be registered in the System for Award Management prior to award, and failure to maintain active SAM registration will render a source ineligible. Contract performance requires personnel to hold eligibility for at least a T1 background investigation, and key roles include a Supervisory Microsoft Power Apps Architect and a Microsoft Power Apps Developer, each with a minimum of ten years of experience. Services must comply with Defense Federal Acquisition Regulation Supplement clauses concerning cybersecurity, including safeguarding covered defense information and CMMC requirements for controlled unclassified information. The contractor is obligated to submit monthly sustainment reports, maintain a detailed support ticket log with resolution times, and ensure adherence to SLAs: critical issues resolved within four business hours, high within eight, and medium within three business days. Special restrictions prevent the contractor from acting as an agency representative, determining policy, accessing sensitive government information, or making decisions on government property. The contract includes options to extend services under FAR 52.217-8 and FAR 52.217-9, though their terms are not specified. Payment will be processed electronically through WAWF using invoice 2-in-1 or cost voucher formats, with the Contracting Officer’s Representative being Cashia Garland and the contracting officer being Tierra Watson. The delivery location is designated as the Commander, Naval Legal Service Command in Washington, D.C., though all work is performed off-site. No contract value is disclosed in the available documentation, and the award will be based on price unless past performance information indicates that a non-lowest offer provides best value.
