J&A for 6-Month Extension of Diesel Generator Services

Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
This contract extension is intended to support OP-4 operational requirements by ensuring diesel generator systems remain fully operational without interruption. The extension spans six months and is being executed as a sole-source action to maintain service continuity and mitigate the risks that would arise from transitioning to a new contractor. The current provider is retained to prevent any service gaps, which is critical given the constant availability needed for these systems. Conducting a full and open competition for this short-term extension would cause delays and operational inefficiencies, as the timeline for solicitation, evaluation, award, and onboarding of a new vendor would exceed the contract period and increase risk to system reliability. The Department of Defense, specifically the Portsmouth Naval Shipyard, is the awarding agency, and this justification is based on the need for a cost-effective, risk-averse, and efficient solution. The action aligns with NAICS code 811310, relating to diesel engine maintenance services. The justification and approval supporting this sole-source extension were formally documented and approved on April 21, 2026. The contract is managed from Portsmouth, NH, with the work taking place in Maine, and the primary contact for the contract is David Agea. This extension ensures uninterrupted support essential for the Navy’s operational readiness.

Full Description
It was identified by the project and C400 that this contract extension is necessary to support OP-4 requirements by
ensuring diesel generator systems are maintained in a 100% operational status. A sole-source action is the most
effective approach to guarantee continuity of service and eliminate the risks associated with a contractor transition
during this 6-month period. Maintaining the current provider ensures there is no gap in service, which is paramount
for a system requiring constant availability. Proceeding with full and open competition for a short-term extension
would cause unacceptable delays and inefficiencies in fulfilling the Navy’s needs. The time required for solicitation,
evaluation, and award process, followed by a new vendor's mobilization and familiarization, would exceed the
intended period of performance and introduce a period of heightened risk for these units. This disruption would
present an unacceptable risk. Therefore, extending the current contract is the most efficient, risk adverse, and costeffective
course of action too. This has been explained in detail in the attached PL-2399 Justification and Approval document,
approved on 21 April 2026.
