Janitorial Services

The North Carolina Wildlife Resources Commission Engineering Division is seeking proposals for an Agency Specific Contract to provide professional janitorial services for its Headquarters Building located at 1751 Varsity Drive, Raleigh, North Carolina. The scope of work includes routine custodial tasks such as trash removal, restroom cleaning, vacuuming, mopping, and dusting. The contract has a one year term starting on the date of final execution or January 1, 2027, whichever is later, with the option for the State to renew for up to two additional one year terms. The total contract value is estimated up to 1,000,000.00 dollars. Proposals are due by October 23, 2026, and must be submitted via the NC Electronic Vendor Portal. Evaluation is based on a one step process where price accounts for 40 points and technical factors, including vendor experience and past performance, account for 20 points. A final work plan and sample report are required within ten business days of the award, and failure to provide the work plan will result in disqualification. The selected vendor must provide a performance bond and ensure all cleaning products are readily biodegradable and utilize recycled packaging. Strict security and compliance standards are required, including criminal background checks for all employees and specific fingerprinting requirements for personnel accessing the Enforcement Communications Room. Performance is monitored through monthly inspections, and a score of 80 percent or higher is required for acceptance. Invoices must be submitted monthly on official letterhead and will only be paid following a successful inspection. The contract incorporates the North Carolina General Terms and Conditions and requires adherence to federal and state non-discrimination and equal opportunity laws.
