The U.S. Government plans to award a sole-source contract to Bowie State University to support the 4BDE Junior Reserve Officers Training Corps (JROTC) Bowie State program, based on the Federal Acquisition Regulation which allows sole-source procurement when only one source is reasonably available. However, the Mission and Installation Contracting Command (MICC) at Fort Knox is actively seeking input from other potential vendors capable of providing these services to explore the possibility of a competitive procurement. This notice encourages all interested businesses, including small and socioeconomically disadvantaged businesses, to submit information demonstrating their capability to fulfill the contract requirements while emphasizing that this notice is for planning purposes only and does not constitute a solicitation, request for proposal, or any commitment to contract. The government is not requesting quotes, bids, or proposals at this time and will not compensate for any costs incurred responding to this notice. Respondents must provide detailed information including company identification, small business status, and relevant experience with similar requirements, as well as pricing and commercial availability information for the proposed services. The contract falls under NAICS code 721214, which covers recreational and vacation camps, and there are specific regulatory requirements regarding limitations on subcontracting for small business set-asides when the contract exceeds the Simplified Acquisition Threshold. Responses should be submitted electronically by April 27, 2026, via the PIEE Solicitation Module, and any competitive solicitation that may follow will be posted on the Governmentwide Point of Entry for interested parties to monitor. The Contracting Officer has sole discretion over whether to proceed with a competitive process based on the feedback received.
