The U.S. Coast Guard, through the SFLC Procurement Branch 3 under the Department of Homeland Security, intends to award a sole-source firm fixed price contract to Marine Jet Power Inc. for Jet Drive Rebuild Kits to support the repair of proprietary Ultra Jet propulsion systems on CG-35103 vessels. The procurement is justified under FAR 12.102(a) and FAR 6.303-2 as modified by FAR 13.5(a)(i), citing that Marine Jet Power Inc. is the exclusive source due to the proprietary, non-commercial-off-the-shelf nature of the components, with no viable alternatives available. The total estimated value is under $37,000, and the action is designated as a Total Small Business Set-Aside under NAICS code 333618, with Marine Jet Power Inc. confirmed as a small business. The place of performance is Curtis Bay, Maryland, and the contracting officer for this action is Joshua Richardson, reachable exclusively via email at Joshua.C.Richardson2@uscg.mil. No competitive solicitation is planned; responses are solicited only to provide clear and convincing evidence that competition would be advantageous, cost-effective, or timely, but such feedback will not obligate the government to reopen the acquisition. The notice explicitly states that this is not a request for quotes or proposals and that respondents bear all costs associated with their submissions. The justification supporting this sole-source decision is documented in the attached JOTFOC, and the contract will be processed without formal evaluation factors, CLINs, or detailed technical specifications, relying instead on market research and prior procurement history to ensure fair and reasonable pricing. The deadline for responses is May 29, 2026, and submissions must be sent via email only, with no phone inquiries accepted.
