The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is soliciting bids for the Spring Creek Cultural Resource Inventory (WRI# 7732). The project requires a Class III intensive pedestrian archaeological survey of approximately 1,987 acres of BLM-administered lands in San Juan County, Utah, to support a BLM vegetation management project. This is an invitation-only event restricted to vendors on the approved vendor list for archaeology. The selected contractor must provide a Class I document summarizing initial research and detailed fieldwork documentation, including spatial data and eligibility justifications based on 36 CFR 60, while adhering to BLM Utah Fieldwork Guidelines and UtSHPO reporting standards. The contract is a firm-fixed-price award based on a cumulative assessment that combines a previously established technical best value score from RFP AS24-114 with a current cost score, where the lowest bid receives the maximum 700 points. Vendors may submit bids as a lump sum or as a combination of a base rate and a per-site recording rate, and they must guarantee pricing for the entire project. Awardees are required to maintain commercial general liability insurance of at least 1 million dollars per occurrence and 3 million dollars aggregate, as well as statutory workers compensation insurance. Additionally, contractors must certify compliance with Utah anti-boycott laws, E-Verify participation, and various federal and state non-discrimination and employment practice regulations.
