In accordance with Revolutionary FAR Overhaul (RFO) Part 10.001 Market Research Requirements, RFO 15.101(c) Requests for Information and RFO 19.101 Presolicitation Small Business Goals and Veterans Administration Acquisition Regulation (VAAR) 810.000 Market Research, this request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA).



The Veterans Health Administration (VHA), Regional Procurement Office Central (RPOC), Supplies and Services Division (S&SD), is conducting market research to identifying potential sources that are interested in, and capable of providing web-based electronic subscription to the Wolters Kluwer Joanna Briggs Institute Evidence (JBI) Based Practice (EBP) Database that will be made available throughout the VHA healthcare system. 


The NAICS code for this procurement is 519290 – Web Seach Portals and All Other Information Services, and the Small Business Administration Size Standard is 1000 employees.  


Pursuant to RFO Part 10, Market Research, the purpose of this notice is to determine if sources capable of satisfying the agency's requirements exists and to determine the commercial practices of company's engaged in providing the needed service. Pursuant to RFO Part 6 and RFO Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. 


Please see attached DRAFT Statement of Work (SOW).


Companies having the skills and capabilities necessary to meet the requirements are invited to provide information to contribute to this Sources Sought Notice including commercial market information and company information.

After a review of the responses received, a pre-solicitation notice and solicitation may be published on Contracting Opportunities through SAM.gov. It is the potential offeror's responsibility to monitor Contracting Opportunities for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
