The Office of Contracts Management (OCM) intends to continue releasing solicitations in accordance with the procurement plan issued March 5, 2020. Given current travel restrictions and social distancing guidelines, in-person Job Corps center walkthroughs cannot be held; therefore, OCM is working with the Office of Job Corps to identify possible solutions. Until an alternative solution is implemented, solicitations will continue to be released but they will not close until after sufficient information can be provided to potential offerors. While potential solutions are considered, we would like your input to the following questions: In addition to the information contained in the facility survey (attachment J.9 of the RFP, see attached example), what additional data or information is needed to prepare accurate technical and price proposals? How important to preparing your proposals (technical and price) is seeing the actual condition of specific areas of the center? For example, is knowing the number of beds in a dormitory enough information to prepare related pricing and staffing models? Must you physically see the security layout of the center to address safety and security in your technical and price proposals, or can information be provided in the RFP to assist in proposal preparation and if so, what is that information?
