John Chavis Memorial Park – Phase 2

The City of Raleigh is soliciting sealed bids from prequalified subcontractors for the John Chavis Memorial Park Phase 2 project, solicitation number 274-FY2027-CM-P05. This Construction Manager at Risk project involves the development of approximately five acres to construct a new two-story aquatic center and Heritage Plaza. The scope includes a 25,000 square foot steel-framed indoor facility with assembly areas, locker rooms, and administrative offices, as well as a three-level competition pool, a 1,000 square foot therapy pool, a 10,000 square foot outdoor recreation area, and a two-story waterslide. Additional site improvements include parking reconfiguration, public art installations at Heritage Plaza, stone bridge repairs, and new connections to the South Park Heritage Trail. Bids are being sought for multiple packages, including earthwork, paving, HVAC, electrical, plumbing, fire protection, and turnkey sitework. Award will be granted to the lowest responsible and responsive bidder, with evaluation based on bid price, performance metrics, and the ability to perform the work. Submissions must be hand-delivered to the Barnhill | Holt Joint Venture or mailed to the Barnhill Building Group Raleigh office by October 8, 2026. Required documentation includes a bid security equal to five percent of the bid and evidence of licensure in accordance with North Carolina General Statute, Chapter 87.
