John Day Transportation and Site Access

The U.S. Army Corps of Engineers, Portland District, is seeking a small business contractor to design and construct transportation and site access improvements at John Day Dam in preparation for the turbine rewind and generator replacement project. The scope includes building a new public access road, modifying the existing route from Interstate 84, expanding contractor staging areas, constructing a guard station and canopy, erecting an auxiliary monitoring station building, and installing electrical and sewer connections for future construction trailers. The work must ensure safe and efficient movement of heavy equipment, improve traffic flow, and enhance access for employees, contractors, and visitors. The solicitation, amended twice with the most recent amendment issued February 18, 2026, requires offerors to submit proposals electronically in PDF format by the deadline of February 20, 2026, via email to the designated point of contact. Offerors must organize submissions into three volumes: Volume I covering Past Performance and Technical Approach, Volume II detailing Management Approach and Preliminary Design, and Volume III containing Price.
