AI Contract Overview
The Joint Base Lewis-McChord (JBLM) FORGE I solicitation (W51EW7-26-R-A007) issued by the Department of Defense’s Mission & Installation Contracting Command (MICC) Theater Support Center seeks prototype proposals under Other Transaction Authority (OTA) to modernize infrastructure across JBLM, a joint U.S. Army and Air Force installation. The program focuses on up to 19 projects with a total estimated budget of $235 million, aiming to renovate barracks, training facilities, administrative and maintenance buildings, and to upgrade utilities, sustainability systems, and community support structures. This initiative is designed as a pilot to demonstrate innovative construction techniques, cost savings, and reduced project timelines, leveraging expedited procurement authority under 10 U.S.C. § 2808a. Key activities include a mandatory site visit hosted May 5-6, 2026, providing prospective offerors an opportunity to assess existing conditions, infrastructure needs, and project scopes firsthand. The solicitation stresses detailed technical and cost proposals emphasizing technical approach, construction capabilities, and cost savings potential, evaluated in descending order of importance through a best-value trade-off analysis rather than low-price technically acceptable criteria. Proposals must address comprehensive requirements such as compliance with federal safety and environmental standards, detailed quality controls, and innovative design strategies aligning with Army facility standards. Contract administration features include extensive reporting requirements, security clearances, and strict work hour and onsite access regulations. Contracts awarded under this solicitation will incorporate phased milestone schedules over up to 60 months and include optional CLINs subject to unilateral government exercise. All contractual communications and proposals are managed through MICC TSC with strict registration and submission protocols to ensure secure and compliant handling of offeror information.
