Joint Enabling Capabilities Command (JECC) Support Services

The contract requires a small business to provide comprehensive management, transportation, tools, supplies, and labor to support the Joint Enabling Capabilities Command (JECC) J1 mission, primarily performed at Norfolk Naval Base, Virginia, with additional support to the Joint Planning Support Element in Norfolk and the Joint Communications Support Element in Tampa, Florida. The scope includes staffing one Manpower and Personnel Staff Representative and one Special Security Representative, delivering specialized expertise in military evaluation systems, managing the Joint awards program, and administering Personnel Security, Physical Security, and Information Security functions. Key deliverables encompass processing up to 800 visit requests, 800 SAARs, 1,200 clearance verifications, 70 foreign travel reports, 45 e-App reviews, and 85 SCI/Collateral actions annually, alongside 12 monthly activity reports, two inventory reports, weekly status updates, and four annual training rosters. All personnel must be U.S. citizens with either a Top Secret/SCI or Secret clearance; dual citizens with foreign passports are prohibited from accessing classified material. The contractor must maintain a current personnel listing with social security numbers and clearance levels, submit requests for base access through the Contracting Officer’s Representative, and return all identification media upon departure or contract completion to avoid payment delays. A mandatory Quality Control Plan must be submitted within 10 business days of award, addressing quality assurance, process improvement, and OPSEC compliance, while an OPSEC plan is due within 90 days. Performance is monitored against strict thresholds: no more than one late or inaccurate deliverable per month, and 95% accuracy in policy recommendations. Failure to meet these may trigger an immediate Progress Meeting with the Multi-Functional Team. The contract features a one-year base period with four one-year options, and all deliverables must be submitted electronically using Microsoft Office applications.
