Performance will occur primarily at the contractor’s facility in Cedar Rapids, Iowa, with personnel required to support operations at multiple CONUS and OCONUS locations, including USEUCOM and USINDOPACOM areas of responsibility, and to maintain real-time communication with the contracting office in Saint Inigoes, Maryland. The acquisition is justified under 10 USC 2304(c)(1) and FAR 6.302-1 due to the exclusive nature of the contractor’s technical capability, and no competition will be conducted. All contractor personnel must obtain and maintain a Secret security clearance within 60 days of award, with only U.S. citizens eligible unless a specific, documented waiver is granted; each individual must complete the eQIP process in compliance with the Privacy Act and NISPOM. Technical data and deliverables must be marked and safeguarded per DoDI 5200.48 for Controlled Unclassified Information and DoDM 5200.01 Volume 2 for classified material, with cybersecurity requirements mandated by DFARS 252.204-7012, including 72-hour cyber incident reporting and submission of a Program Cybersecurity Implementation Plan. Full Description
The Naval Air Warfare Center Aircraft Division – Webster Outlying Field (NAWCAD WOLF) intends to award a follow-on C-type Contract to Rockwell Collins, Inc. (doing business as Collins Aerospace Government Systems) of Cedar Rapids, Iowa, CAGE CODE 13499, for a period of 60 months from the effective date of the contract. This requirement is a follow-on procurement and is to provide depot function and capability support; hardware support; maintenance support; Software Sustainment Activity (SSA) support; In-Service Engineering Activity (ISEA) support; installation and integration support; Program Management Review (PMR) support; guidance quality model support; and Verification, Validation, and Accreditation (VV&A) support. These efforts are required to ensure Fleet operability requirements are met. Collins Aerospace Government Systems, as the Original Equipment Manufacturer (OEM) of JPALS, is the only company with the requisite knowledge, experience, and technical expertise required to provide support of U.S. Navy Precision Approach and Landing System (PALS).
Rockwell Collins, Inc. is the Original Equipment Manufacturer (OEM) of specific system components, and is the only company that possesses the technical expertise and production-level data to modify these components without extensive and costly reverse engineering efforts. Under the statutory authority 10 USC 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
