R--Joint Staff Systems Integration Support

The Department of the Army's Mission and Installation Contracting Command, Contracting Center of Excellence, acting on behalf of the Joint Chiefs of Staff, plans to award a sole source contract to L3 Services Inc. under FAR 6.302-1(a)(2)(iii)(A), citing that L3 Services is the only responsible source capable of fulfilling the agency's requirements. The contract involves IT systems integration for the Joint Staff’s stand-alone Top Secret network and its migration to an advanced, information-centric classified network that supports cross-domain capabilities across multiple security levels. This effort requires deep understanding of the existing military network architecture and aims to enhance information access and sharing between the Chairman of the Joint Chiefs of Staff, Joint Staff, National Military Command Center, Combatant Commands, Services, Agencies, and Coalition partners, thereby supporting national security interests. The contract will be executed on a Cost Plus Fixed Fee basis with a nine-month period of performance. No competitive proposals will be solicited, and there will be no request for proposals released. Interested parties may submit capability statements to the designated government representative by a specified deadline, but the decision to compete the award remains solely at the government’s discretion. The contract’s focus is on providing critical systems integration support, aiming to modernize and secure classified military communications infrastructure in alignment with the specific needs of high-level national defense stakeholders.
