The Naval Air Systems Command (NAVAIR) plans to negotiate a sole source, Firm Fixed Price modification under contract N00019-07-C-0093 with Raytheon Missile Systems for the production of five units as part of the Joint Standoff Weapon (JSOW) Unitary Full Rate Production (FRP). This procurement covers both Navy and Foreign Military Sales needs for the AGM-154C and AGM-154A-1 (BLU-111) configurations. The contract will not be competitively solicited due to Raytheon’s exclusive proprietary knowledge and qualifications stemming from their design, development, and modification of the JSOW systems since the early 1990s, making them the only responsible source able to meet government requirements. This sole source acquisition is justified under the statutory authority that allows non-competitive contracting when only one responsible source exists. Interested parties may seek subcontracting opportunities through Raytheon Missile Systems, located in Tucson, Arizona. Final award is contingent on the contractor’s registration in the Department of Defense’s Central Contractor Registration database. The government retains full discretion over whether to proceed with contract award and bears no financial obligation to parties prior to award. For further information, the designated contact is LaTonya Bembry at the Naval Air Systems Command in Patuxent River, Maryland.
