Marine Forces Special Operations Command (MARFORSOC) is soliciting support services under a single-award, indefinite-delivery/indefinite-quantity (IDIQ) contract to provide Joint Terminal Attack Controller (JTAC)-Instructor/Evaluator and Joint Interface Control Officer (JICO) personnel to support Air/Fires mission sets within its theater of operations. The contract requires the contractor to ensure uninterrupted continuity of JTAC instruction, evaluation, qualification tracking, and Multi-Tactical Data Link Network (MTN) operations in coordination with the Joint Domain Network (JDN). Core duties include SOF JTAC training, joint fires support, strike cell operations, and operational air/fires coordination. Performance is governed by strict standards including 100% staff qualification, over 95% positive student feedback, zero preventable safety mishaps, and compliance with range safety regulations. The contract includes five option periods extending from September 2026 through February 2032, with task orders issued under a firm-fixed-price (FFP) basis. A $1.00 unit price is used for travel and equipment/clinicals to facilitate incremental invoicing via Wide Area Workflow (WAWF), with actual costs billed per allowable expense. The total ordering period runs from September 1, 2026, through August 31, 2032, with a possible six-month extension. This acquisition is conducted as a best-value tradeoff under FAR Part 12 and FAR Part 13.5 as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 611430. Proposals must be submitted in four volumes by July 13, 2026, via email to designated contracting points of contact, with a strict 10 MB limit per email. An initial pass/fail gate evaluates mandatory requirements including compliance with terms and conditions, a DD254 plan, and active SPRS/CMMC certification. Technical and past performance factors are significantly more important than price, with evaluations based on color/adjectival ratings and confidence assessments respectively. Offerors must submit resumes and letters of commitment for key personnel, demonstrate relevant past performance with at least three similar contracts, and use the government-provided Excel pricing template. Security and cybersecurity requirements are stringent, mandating CMMC compliance for all systems handling Controlled Unclassified Information, annual affirmations in SPRS, and adherence to NIST SP 800

MARSOC Advance Training Company (ATC)
Solicitation # H9225726RE035
The U.S. Marine Corps Forces Special Operations Command (MARSOC) intends to award a sole-source definitive contract to Threat Tec LLC to provide specialized support for the Marine Raider Training Center (MRTC) Advance Training Company (ATC). This one-year bridge contract, with an estimated total value of $2,994,950.40, is designed to provide critical training services, including exercise design, scenario development, and formal instruction in advanced special reconnaissance skills for Critical Skills Operators. The requirement is being fulfilled through Threat Tec LLC to prevent catastrophic lapses in specialized training pipelines and to maintain continuity while USSOCOM finalizes its enterprise-wide SOF Global Services Delivery contract for fiscal year 2027. The decision to proceed with a sole-source award under 10 U.S.C. 3204(a)(1) is based on the incumbent contractor's existing institutional knowledge of MARFORSOC and USSOCOM tactics, techniques, and procedures. Transitioning to a new vendor during this interim period would risk mission-degrading delays, compromise active course iterations, and incur unnecessary mobilization costs. Interested parties may submit capability statements, proposals, or quotations via email to the designated contracting officials within fifteen calendar days of the notice publication to be considered for potential competitive procurement.
