The Department of Defense is seeking information from capable vendors to provide an on-site, multi-day Ubiquitous Technical Surveillance Vehicle Tradecraft Course designed for 12 to 20 instructional cadre. The course requires expert-level classroom instruction and hands-on field exercises focused on detecting and neutralizing modern vehicular digital exhaust and external tracking systems. Contractors must deliver advanced signature management, non-attribution tactics, and physical evasion techniques that allow instructors to safely isolate or disable vehicle tracking mechanisms in hostile environments without impairing the vehicle’s operational mobility. MovementSafe is identified as the only known commercial provider capable of meeting the combined technical and tactical demands of this curriculum, which integrates hardware-level telemetry analysis with physical tradecraft.
