Justification for Other Than Full and Open Competition

The contract involves a 60-day extension of existing Field Service Management (FSM) services provided to HUD’s Office of Single-Family Housing, Office of Single-Family Asset Management. The current FSM contracts, set to expire on May 31, 2021, will be extended through July 31, 2021, maintaining the current Option Year pricing. These contracts are hybrid in nature, combining firm-fixed price and cost reimbursement elements under an Indefinite Delivery/Indefinite Quantity (IDIQ) structure. Funding for these contracts comes from annual Property Disposition (PD) resources. The extension covers multiple contract areas spanning various states and territories, including Illinois, North Carolina, South Carolina, Mississippi, Alabama, Tennessee, Georgia, Colorado, New Mexico, Texas, Utah, Arkansas, Kansas, Louisiana, Missouri, Connecticut, Massachusetts, Maine, New Hampshire, New Jersey, New York, Rhode Island, Vermont, Ohio, Washington DC, Delaware, Maryland, Pennsylvania, Virginia, West Virginia, Arizona, Idaho, Nevada, California, Hawaii, Guam, Oregon, Washington, and Alaska. The Department of Housing and Urban Development, through its Atlanta Operations Branch, is managing this contract, with Sharon Washington serving as the point of contact. The justification for this other than full and open competition extension is based on the urgent and compelling need to ensure continuity of FSM services without interruption.
