AI Contract Overview

NASA Kennedy Space Center awarded a sole-source contract to Astrotech Space Operations Inc. for payload processing services for the Double Asteroid Redirection Test (DART) spacecraft at Vandenberg Air Force Base. This procurement, identified by solicitation number 80KSC021CA002 and NAICS code 336419, was executed under the statutory authority of 41 U.S.C. 1901 and FAR 6.302-2 due to unusual and compelling urgency. The estimated value of the contract is 2,400,000 dollars. The urgency was driven by a launch delay that placed DART into a congested SpaceX manifest, limiting the spacecraft's time in the SpaceX Payload Processing Facility to 30 days. This necessitated an additional facility to ensure pre-launch processing could be completed. Failure to secure this facility promptly would have caused the spacecraft to miss its critical launch window and planetary period, jeopardizing the entire mission and potentially incurring significant launch delay costs under the NASA Launch Services II contract.

Full Description

NASA KSC had a requirement to obtain the payload processing service for Double Asteroid Redirection Test (DART) Spacecraft. This service was obtained in accordance with the statutory authority permitting other than full and open competition is 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) 6.302-2. The services needed by the Agency were urgent and compelling, as described below: As a result of a launch delay, DART moved into a congested manifest where SpaceX has a launch every 30 days, preventing DART from processing more than 30 days in the SpaceX PPF and requiring an additional PPF to conduct its pre-launch processing. The launch delay and the impaired availability of the SpaceX PPF created the urgent and compelling necessity to secure a PPF. The procuring of a PPF at this stage in the mission cycle is already allowing less than a 1/3 of the normal time for the facility to prepare for the processing service. Any further delay in award of a contract would result in the facility being unable to provide the support required in time, causing the spacecraft to miss its launch opportunity and planetary period, jeopardizing the mission itself. Additionally, if an additional delay were to occur, the NASA Launch Services (NLS II) contract would experience significant launch delay costs.

Request For Proposal (RFP) for NASA Agency-wide Supply of Liquid and Gaseous Helium
Solicitation # 80KSC024R0010
The NASA John F. Kennedy Space Center is managing an agency-wide indefinite delivery requirements contract for the supply of liquid and gaseous helium to support aerospace flight, research, and testing operations across multiple U.S. facilities. The contract features a five-year potential period of performance, consisting of a two-year base period from October 1, 2025, through September 30, 2027, and three one-year option periods extending to September 30, 2030. Deliveries are required at various locations, including the Kennedy Space Center, Jet Propulsion Laboratory, and several other research centers and facilities. All gaseous helium must meet Grade A purity standards per MIL-PRF-27407E, and liquid helium must maintain total neon impurities below 2 parts per million. The procurement utilizes a lowest-price-technically-acceptable (LPTA) source selection process, where technical acceptability is evaluated on a pass/fail basis focusing on the contractor's capability to meet weekly maximum supply requirements. Current awardees include Airgas USA LLC (South and West), Linde, Inc., and Messer LLC. However, the government maintains an innovative opt-in process allowing both existing contractors and new entrants to compete for additional IDIQ subCLIN locations. For the 2027 opt-in opportunity, interested parties must submit a Capability Form by November 20, 2026. Award decisions are based on the total lowest evaluated price per CLIN, which includes unit product prices, delivery charges, and other associated pricing.
