The U.S. Department of State, U.S. Embassy Ankara, is making available a public-release, redacted copy of the approved Justification for Other Than Full and Open Competition associated with Contract No. 19TU1526D3003.
The contract provided time-sensitive vehicle rental and driver support services in Ankara, Türkiye. Other than full and open competition was authorized under 41 U.S.C. 3304(a)(2), as implemented by RFO 6.103-2 and corresponding legacy FAR 6.302-2, Unusual and Compelling Urgency.
The Government solicited quotations from as many sources as practicable under the circumstances and received four quotations. BTO BILIMTUR TURIZM ORGANIZASYON VE TICARET ANONIM SIRKETI submitted the lowest complete, technically acceptable quotation and was determined responsible.
The contract established a minimum guarantee of $10,000.00 and a maximum IDIQ ordering ceiling of $1,100,000.00. The ceiling is not a statement of the amount ultimately obligated, ordered, invoiced, or paid.
