K-12 Master Scheduling Software, Implementation, and Support Services

The Putnam County School District is soliciting proposals for a web-based, AI-assisted master-scheduling software solution to serve three junior-senior high schools. The primary objective is to implement a system that integrates seamlessly with the Skyward Student Information System to manage the end-to-end scheduling process, including importing student and course data, managing conflicts, assigning teachers, and transferring completed schedules back into Skyward. The selected vendor will be responsible for providing the software, implementation assistance, comprehensive training, and ongoing technical support. Proposals must be submitted electronically via the District's e-Procurement portal by October 30, 2026, at 7:00 am. A mandatory requirement for any proposed solution is the current capability to integrate with Skyward; failure to meet this will result in the proposal being deemed non-responsive. The contract will be awarded based on the best overall value, evaluated by a five-member committee using weighted criteria: cost and pricing (25 points), the comprehensiveness of the solution (20 points), implementation and technical expertise (20 points), and prior experience and support capability (15 points). The agreement includes several strict compliance and administrative requirements. Vendors must provide certifications regarding a drug-free workplace, E-Verify usage for employee work authorization, and certifications regarding debarment, suspension, and ineligibility. For purchases involving federal funds, contractors must adhere to EDGAR certifications and various federal regulations, including the Clean Air Act and the Federal Water Pollution Control Act. Payment terms are Net 30 via check or purchasing card, and the contractor must name the District School Board of Putnam County as an additional insured on all required insurance policies.
