The Naval Surface Warfare Center, Dahlgren Division, under the Naval Sea Systems Command and in partnership with various Navy commands, is conducting a rolling admission process for additional Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts under the SeaPort Enhanced (Seaport e) multiple award program. This expansion aims to broaden contract coverage geographically and to include the Office of Naval Research as an authorized ordering office. The contracts awarded are based on a best value evaluation and encompass a wide range of service categories identified by various Federal Supply Codes (FSC), including modification of equipment, engineering, IT services, and professional support services, among others. The program emphasizes performance-based task orders with multiple contract types such as firm fixed-price and cost-plus arrangements, but excludes time and materials orders. It also encourages significant participation from small businesses, with goals of awarding 33 percent of contract dollars to small business prime contractors and requiring large businesses to meet subcontracting goals. This rolling admission allows current prime contractors to expand into new geographic zones, which cover seven regions across the United States, and invites new contractors to compete within designated small business categories. The process does not involve oral proposals and intends to award contracts based on initial offers without discussions. The solicitation number for this rolling admission is N00178-07-R-4000, with a draft solicitation issued in late 2006 and final awards anticipated by April 2007. Interested parties are responsible for monitoring the Seaport website for updates, solicitations, and supporting documents. The overall initiative is structured to increase participation from small business subsets including HUBZone, Women-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and 8(a) certified firms.
