Lauderdale, FL 33311, under solicitation number 27-ITB-002-LJ. The bid must be received in sealed form by 3:00 P.M. Eastern Time on August 14, 2026, at the specified Tallahassee address; electronic submissions are not accepted. The contract imposes stringent personnel and operational requirements, including mandatory Level 2 background screenings for all staff with access to sensitive areas, E-Verify enrollment for new hires, and prohibitions on subcontracting or contract assignment without prior written approval. Additional disclosures are required regarding conflicts of interest, prior litigation, and vendor convictions under Florida law. Public communication about the contract is restricted without written authorization, and approved materials must clearly acknowledge state sponsorship with equal visibility. All bidders must attend the pre-bid conference to remain eligible, and failure to submit any mandatory document will lead to bid rejection. While the contract references compliance with Florida Statutes on data confidentiality, accessibility, and procurement integrity, it does not incorporate any Federal Acquisition Regulation clauses. No funding amount is pre-stated, and pricing is to be completed by bidders on Attachment B, making the total contract value contingent upon the selected bid. All contract

Over the Horizon Radar (OTHR) Infrastructure
Solicitation # W912DQ279A001
The USACE Kansas City District is soliciting a Construction Manager at Risk (CM@R) for the Over the Horizon Radar (OTHR) Infrastructure project in Oregon. This project involves the concurrent construction of two interdependent sites, a transmitting site and a receiver site, located approximately 125 miles apart. The acquisition is being executed as an Other Transaction (OT) agreement under 10 USC 2808a, meaning it is not subject to standard FAR-based procurement procedures. The total estimated cost limitation for the project, including construction and commissioning, is 700 million dollars. The procurement follows a two-step competitive selection process. In Step 1, interested parties must submit a qualifications-based white paper via the PIEE portal, which includes a mandatory pass/fail evaluation of a 700 million dollar single project bonding capacity. Up to three highly qualified firms will be down-selected to Step 2 for pitch presentations, which serve as the cornerstone of the final evaluation. The selected Construction Agent will first be awarded Phase 1 for preconstruction services, with the potential for a Phase 2 award for early work and construction based on the negotiation of a Guaranteed Maximum Price (GMP) or Firm-Fixed-Price (FFP) agreement. Key qualifications for selection include demonstrated experience in heavy civil construction in remote locations, specifically regarding radar arrays, OTHR systems, or work with Tribal observers. Additionally, the government requires proven expertise in establishing and maintaining man camps, managing tight schedules in remote environments, and executing complex logistical coordination. All eligible contractors must be registered in the System for Award Management (SAM) and possess a valid Unique Entity Identifier (UEI).
