The Kashmere Elevators Rehab project involves the comprehensive rehabilitation of elevator systems at the Kashmere Bus Operating Facility in Houston, Texas, including the demolition of existing elevator interiors, installation of new interiors, pumps, pump housing units, controllers, and associated shaft updates, along with necessary fireproofing. The contractor is responsible for ensuring full operational restoration of the elevators, which includes procuring all required permits, providing replacement hydraulic fluid, and conducting all necessary safety testing to meet regulatory and METRO standards. Work must be performed in strict compliance with Contract Documents, including Exhibit A and Exhibit B, and must adhere to local Houston building, plumbing, electrical, mechanical, and fire codes, as well as ADA and Section 504 accessibility requirements. All materials must be delivered in manufacturer-original, unopened packaging, stored in dry, climate-controlled environments away from sunlight and debris, and labeled with brand, manufacturer, and material type information. The contractor must maintain on-site records of shop drawings, material samples, test reports, and as-built documentation, with final acceptance contingent upon METRO’s inspection and resolution of all punch list items. The project has a fixed 365-calendar-day performance period beginning on the Notice to Proceed, inclusive of eight holidays and ten weather-impacted days, with no additional time allowances. Bids are evaluated solely on the lowest total aggregate price under a Lowest Price Technically Acceptable (LPTA) methodology, requiring full responsiveness and compliance with all bid requirements; failure to bid on all items results in rejection. All proposals must be submitted electronically via the BONFIRE portal and as one hardcopy to METRO’s Procurement Division by 2:00 p.m. CST on June 10, 2026. The contractor must comply with stringent security protocols, including badge requirements, vehicle searches, and prohibitions against unauthorized use of METRO equipment or substances on-site. Subcontractor approvals are mandatory, contract assignments require written consent, and substitution of materials or equipment must be approved through formal change orders. The contractor is responsible for obtaining and paying for all permits, though METRO will reimburse City of Houston permit and bond fees at cost. The contracting officer retains full authority to reject nonconforming work, require immediate removal of personnel, and issue final acceptance only after verified completion. All work must be conducted in alignment with METRO-specific technical specifications and quality controls, with no trade-offs permitted between price and technical compliance.
