The Village of Kaslo, acting under the Government of Canada, is seeking qualified consultants to advance flood mitigation planning along the Kaslo River through a contract titled Kaslo River Flood Mitigation Planning. This initiative follows recent flood protection work completed at five sites funded through the CEPF program and aims to address remaining vulnerable riverbank sections that threaten adjacent properties, roads, and infrastructure from erosion and debris-related flooding. The scope includes conducting a Hazard Risk Vulnerability Assessment to identify three to five priority locations requiring intervention, followed by comprehensive pre-construction engineering services such as tender drawings, material specifications, a schedule of quantities, an environmental plan, and preparation of all necessary permit applications. The goal is to deliver shovel-ready projects prepared for future structural grant funding, with no tendering or construction activity included in this phase. Kaslo recently completed river dike and bank flood protection works at 5 sites along the Kaslo River with funding through CEPF. This work needs to continue, as there remain sections of riverbank that are vulnerable to erosion and debris flood that will affect adjacent developed properties, roads and infrastructure. The scope of work for this project will include an HRVA, identifying 3 to 5 highest risk sites along the river that require measures to mitigate erosion and flooding, pre-construction engineering, tender drawings, material specifications, schedule of quantities, environmental plan, and preparing permit applications to have shovel-ready projects ready for future structural grant funding opportunities. Tendering and construction are not included at this stage.
