Hayward Rides E-bike Program
Solicitation # 27-004
The City of Hayward Transportation Division is soliciting quotes under solicitation number 27-004 for the Hayward Rides E-bike Program. Funded by a CARB Clean Mobility in Schools Program Grant, this initiative aims to foster a stronger bike culture by providing affordable transportation to students, seniors, families, and people with disabilities. The city is seeking one or more bicycle manufacturers or dealer suppliers to provide a bulk purchase of 250 Class I e-bikes, including cruiser styles and e-trikes. A critical safety requirement is that all bicycles must feature batteries certified by a nationally recognized testing laboratory for fire safety and failure safeguards, which serves as a pass/fail criterion for selection. The program goal is to distribute these bicycles to senior residents by June 2027, requiring a vendor capable of supplying significant quantities within a six-month timeframe. The selection process is at the sole discretion of the City of Hayward, with proposals evaluated based on order fulfillment, delivery capabilities, and value-added services. Selected vendors must sign a Professional Services Agreement and maintain a valid City of Hayward business license. Mandatory compliance requirements include a Non-Collusion Affidavit, a Non-nuclear certification, and strict adherence to Nondiscriminatory Affirmative Action standards, including the designation of an Equal Employment Opportunity Officer. Proposals must be submitted electronically via the OpenGov Procurement portal by October 27, 2026, and must include a cover letter, customer service descriptions, three professional references, and all-inclusive pricing.
