The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with Hoffman Engineering, LLC, CAGE Code: 06097, for the procurement of a Scope Test Set, P/N: NVG-102C, NSN: 1240-01-473-0059 in support of the KC-130J Program. This Scope Test Set is required to perform Organizational/Intermediate and Depot Level Maintenance tasks on KC-130 type aircraft. The Governement intends to solicit this requirement on a sole-source basis under the statutory authority of FAR 12.102(a), which states, for decisions to restrict competition for acquisitions valuated at or below the Simplified Acquisition Threshold (SAT), to document the decision that only one source is available, and the basis for the decision. 


The Scope Test Set is solely manufactured and distributed by Hoffman Engineering, LLC as the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors. The OEM owns the proprietary rights to the drawing and design of this equipment and is not selling any of the rights. Hoffman Engineering, LLC is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required Scop Test Set. There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other item can be sourced to meet this requirement. A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified.

However, the Government will consider all responses received within 15 days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
