AI Contract Overview
The contract seeks proprietary EFB mounting solutions for the KC-46 fleet at Travis AFB to address the absence of semi-permanent mounting systems that securely hold Electronic Flight Bags during flight operations. The mounts must be compatible with the PIVOT Click! connection system, allowing tool-less installation and removal by crewmembers from the lower left and right window frames without damaging the aircraft structure or creating hazardous protrusions. The design must conform to FAA 14 CFR Part 23.853 flammability standards and support EFB hardware no smaller than an iPad Pro 11-inch, ensuring operational readiness while enhancing aircrew situational awareness. This centralized solution eliminates the need for individual crewmember-mounted devices, projected to save approximately $148,000 across four KC-46 squadrons over five years by standardizing equipment across the fleet. The solicitation, titled KC-46 EFB Mounts and identified by number FA442726Q906, is a total small business set-aside under NAICS code 336413 and was posted on July 15, 2026, with proposals due by July 27, 2026. The award will be administered by the Department of Defense through the office located at Travis AFB, California, and performance will occur in Linda, California. Primary point of contact is TSgt Hunter Losen, with secondary support from TSgt Rachel Gil, both reachable via phone and email provided in the announcement. The solution must be fully compliant with military and aviation safety requirements and delivered to meet immediate operational needs while ensuring long-term durability, ease of use, and crew safety during all phases of flight operations.

Full Description
Description: The vast majority of the KC-46 fleet at Travis AFB lacks semi-permanent Electronic Flight Bag (EFB) mounting solutions. These mounts allow the secure placement and ready reference of EFBs during flight, enhancing aircrew awareness and responsiveness. Additionally, semi-permanent mounts allow the aircraft to be outfitted rather than each individual crewmember, saving four KC-46 squadrons approximately $148K in costs to issue individual solutions over the next 5 years. AMC/AFRC EFB case purchases use the PIVOT system of mounting for ease/stability. The mounting system must be fully compatible with the PIVOT “Click!” connection system. It must also allow secure, tool-less crew installation to the right and left lower window frames of the KC-46 aircraft and like crew removal without damage to the window or frame. When installed the bracket must fit contoured to the window frame and not allow a raised or sharp surface that could injure a crewmember. The solution must comply with FAA 14 CFR Part 23.853 flammability requirements and support EFB hardware at the minimum weight/size of an iPad Pro 11-inch.
