The Department of Defense, through the Aflcmc Wkk office at Tinker AFB, is seeking sources for the KC135 Life Raft Securing Device project. This effort addresses critical safety vulnerabilities in the KC-135 fleet caused by the use of non-standard, field-expedient restraints for life-saving equipment. The goal is to develop and implement a field-level Time Compliance Technical Order to standardize the securing methods for the forward-left and forward-aft raft positions by replicating a proven hard-mounted strap design. To optimize cost and scope, the raft position aft of the right hatch will be removed from the aircraft configuration. This opportunity is designated as a total Small Business Set Aside under NAICS code 336413. Interested parties must respond by October 9, 2026. The project focuses on improving crew evacuation times and ensuring the crashworthiness of rafts through engineering-approved standardization. Performance will take place in Oklahoma, and the primary point of contact for this solicitation is Dylan Amrein.

Full Description

The KC-135 fleet currently lacks engineering-approved, standardized methods for securing critical life-saving equipment, presenting a severe risk to crew safety during emergencies. While the raft position aft of the left overwing hatch utilizes secure, hard-mounted straps, the remaining stowage areas—forward of the left overwing hatch and forward of the aft hatch—rely on non-standard, field-expedient restraints such as passenger seatbelts or cargo tie-down straps attached to troop seat support bars. This lack of standardization introduces two critical vulnerabilities: it risks delaying crew evacuation times due to unfamiliarity with varied tie-down methods, and it leaves the crashworthiness of the rafts unverified by engineering authorities. To mitigate these safety risks while minimizing program cost and scope, the position aft of the right hatch will be eliminated from the aircraft configuration. Consequently, this modification effort seeks to develop and implement a field-level Time Compliance Technical Order (TCTO) to standardize and modify the remaining forward-left and forward-aft raft positions, replicating the robust, hard-mounted strap design currently utilized at the aft-left hatch location.

KC-135 Center Console Refresh (CCR) Revision 2
Solicitation # FA8105_CCR_Rev2
The KC-135 Center Console Refresh (CCR) program is a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Air Force Life Cycle Management Center (AFLCMC) at Tinker AFB. The program aims to address critical obsolescence and enhance the long-term sustainability of the KC-135 refueling tanker aircraft by replacing the Fuel System, Flight Display System, and Integrated Processing Cabinet, while also integrating new autothrottle systems. The contract structure utilizes a Cost-Plus Incentive Fee (CPIF) arrangement for Engineering and Manufacturing Development (EMD) and a Firm Fixed Price (FFP) model for Production and Deployment. The projected period of performance spans from July 2028 to June 2038, consisting of a 48-month base period followed by six one-year option periods. The acquisition process employs a tradeoff source selection method to determine the best value award, prioritizing technical solution, technical risk, and past performance significantly over price. Proposals are evaluated based on technical acceptability in specific subfactors as a prerequisite for the best value analysis. Key deliverables include development milestones such as Preliminary Design Review (PDR) and Critical Design Review (CDR), as well as the delivery of software, support equipment, and technical manuals. Following several amendments to refine the Statement of Work and pricing matrices, the final proposal due date was established as November 2, 2026. Offerors must comply with strict submission guidelines via DoDSAFE and meet specific facility clearance and cybersecurity requirements to be eligible for award.
