Awards will be made based on the Lowest Price Technically Acceptable (LPTA) method, prioritizing responsive and responsible bidders who meet all technical and procedural requirements at the lowest cost. A reciprocal preference applies to Washington State residents, adjusting the price of non-resident bids accordingly. All contractors must provide valid insurance as a condition of bid submission, including primary coverage with the County named as an additional insured, waiver of subrogation, and insurer ratings of A:VIII or higher. Performance and payment bonds totaling 100% of the Not to Exceed contract price are required, backed by a surety registered in Washington State. Compliance with Washington State prevailing wage laws, Davis-Bacon Act requirements, OSHA regulations, and environmental rules from the Department of Ecology is mandatory, along with submission of a site-specific safety program and designation of a qualified Safety Officer. Contractors must be properly licensed under RCW 19.28 and adhere to strict no-substitution policies for items marked as sole source or pre-qualified. Proposals must be submitted electronically through Pierce County’s E-Procurement Portal by the stated deadline, with no exceptions for late submissions. The County reserves the right to inspect and accept work on-site, and final acceptance is issued only after Substantial and Final Completion per Work Order terms. All subcontractors and personnel must comply with conflict-of-interest rules, including prohibitions against former County employees involved in the contract’s development from having financial interests in it.
