Solicitation SP330026R0001 is a request for proposals for Installation Support Services at DLA Distribution San Joaquin, California (DDJC). This is a single-award, hybrid Firm-Fixed-Price and Time-and-Materials contract set aside for SBA Certified Women-Owned Small Businesses (WOSB) under NAICS 561210. The contract structure consists of a base year, which includes a 60-day transition period, and four one-year option periods. The scope of work is comprehensive, encompassing facilities and equipment maintenance, roads and grounds repair, Material Handling Equipment (MHE) and vehicle maintenance, utilities operations, water supply and wastewater treatment, and mail services. Award will be determined via a trade-off assessment based on best overall value, with non-price evaluation factors—Performance Confidence, Management Approach, Key Personnel, and Transition—weighted significantly more than price. Mandatory requirements for eligibility include an active DCSA-approved facility clearance and CMMC Level 2 (Self) Certification. The contractor is responsible for maintaining a 30-day supply of maintenance materials and ensuring all personnel meet minimum qualifications and security standards, including Secret clearances for specific roles. Performance is measured against defined Acceptable Performance Levels (APLs) and monitored through a Government-provided Quality Management Tool.
