The U.S. Army intends to acquire Kaba Ilco keyless lock systems for all new construction and renovation projects across Army installations managed by the U.S. Army Garrison Hawaii. This acquisition is planned under a class justification authority for a one-year period, with potential renewals based on Army policy. The locks are to be integrated into facility projects where keys are issued to successive tenants, enabling consistent, compatible, and sustainable lockset management using a single manufacturer’s system. The contract prioritizes the Solitaire 710-II Series for transient lodging and similar facilities, the E-PLEX 5000 Series for exterior applications in operational and administrative buildings, and the Simplex 5000 Series for interior utility rooms. The systems feature advanced access control, including magnetic stripe keycards compatible with military Common Access Cards (CAC), electronic pushbutton locks with PIN access, and fully mechanical keyless locks, all meeting stringent durability, security, and ADA standards. Key features include audit trails, programmable access levels, easy servicing by local locksmiths, corrosion resistance, and emergency mechanical key override with removable cores. The contract underscores the requirement that alternate keyless lock systems must be fully compatible and interchangeable with the Kaba Ilco standards to be considered. Interested firms may submit capability statements detailing how their products meet or exceed specifications by a specified deadline. The acquisition does not represent a request for competitive proposals but an intent to acquire a standardized electronic lock system to streamline maintenance, installation, and security across relevant Army facilities. The contracting activity is based in Honolulu, Hawaii, with points of contact provided for contract specialist and officer support. This effort complies with policy directives including ACSIM’s electronic key card access system memorandum and USACE Engineering and Construction Bulletin No. 2005-1, ensuring alignment with security, operational, and logistical needs for Army infrastructure.

Full Description

This notice does not constitute a request for competitive proposals and is not to be construed as a commitment by the Government for such a purpose. This is a notice of intent to acquire Kaba Ilco keyless lock systems for all new and renovated facilities on Army Installations supported by the U.S. Army Garrison Hawaii (USAG-HI), under the authority of 10 U.S.C. 2304(c)(1). The Army intends to approve a class justification to acquire Kalba Ilco keyless lock systems to be used as required on Army Installations for a 1-year period. Unless Army policy is otherwise revised, the class justification will be renewed as applicable. The Army intends to incorporate the requirement for Kaba Ilco locksets into its projects to construct and renovate Installation facilities as necessary. A separate purchase for locksets is neither intended nor forthcoming. The Assistant Chief of Staff for Installation Management (ACSIM), in coordination with the Installation Management Agency and the Director of Military Programs issued an electronic key card access system policy memorandum. USACE guidance was established to comply with ACSIM policy which is contained in Engineering and Construction Bulletin (ECB) No. 2005-1, dated 18 Mar 2005. ECB 2005-1 indicated that the policy applies to all new construction projects and major building renovations and exterior doors where keys are provided to successive tenants over the life of the building; and requires every Army Installation to develop a master plan for locksets from a single manufacturer for consistency, compatibility, and sustainability. The intent of the policy is to utilize hotel room type card access systems on interior and exterior doors where keys are provided to successive tenants over the life of the building. This enables USAG-HI to efficiently maintain spare locksets and parts in bench stock to facilitate installation, repair, and maintenance. Firms believing they have an alternate electronic keyless system that can fully meet the lockset standards of the Kaba Ilco keyless access systems may submit a capabilities statement. The capability statement shall be submitted no later than 10:00 a.m. HST, on 29 May 2016 by email to: Dayna Matsumura at contact@example.gov. The statement shall include the following: a. Provide fully detailed specification sheets describing the alternate electronic keyless lock systems offered that are equal to and fully compatible with the Kaba Ilco Lockset Standards I, II, and III, as identified below. The specification sheets shall specify the manufacturer's name, address, and country of manufacture. b. Provide a narrative, no longer than 5 pages, addressing how the alternate electronic keyless system offered is fully comparable and compatible with each of the Kaba Ilco Lockset Standards I, II, and III as identified below. For each of the standards listed below (Lockset Standard I, paragraphs A through K; Lockset Standards II and III, paragraphs A through G), provide an explanation of how your product will function without modification, to operate in the same manner and functionality as the Kaba Ilco locksets. Parts and systems of the alternate product offered must be completely interchangeable with Kaba Ilco Lockset Standards I, II, and III. The narrative shall also address the seamless interchangeability of parts and systems with the Kaba Ilco locksets. The Government will not assume any costs for preparing or submitting information in response to this announcement. I.
