The Space and Naval Warfare Systems Command (SPAWAR) is set to issue a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract combining Cost Plus Incentive Fee and Firm Fixed Price terms. The contract supports the Department of the Navy’s KG-40 A Replenishment Tactical Data Link Encryptor Program, focusing on a 24-month design and development effort to create a form-fit-function replacement device compatible with existing KG-40A units and related peripheral equipment. This replacement must interface seamlessly with the current hardware in use across Navy ships, aircraft, shore test facilities, and the Army Patriot Missile Defense System. The contract also includes peripheral devices such as the MT-4417/S Parallel Mount, MT-4416/A Serial Mount, and KGX-40A Remote Control Unit, requiring contractors to provide technically skilled and security-cleared personnel capable of meeting stringent quality and management standards. The competition will be fully open, with solicitation release estimated for July 2003 and contract award anticipated by October 2003. SPAWAR plans to hold an Industry Day event in Charleston, South Carolina, on July 1, 2003, offering interested parties the opportunity to engage with government representatives and gain insight into the KG-40AR program and the draft RFP, which is expected to be released in mid-June 2003. Attendance at the Industry Day is voluntary and will not influence future contract evaluations, nor will costs for participation be reimbursed. Further details regarding registration and event format will be provided in an upcoming synopsis.

The Government will not pay for any travel and/or administrative costs associated with an interested party's attendance at "Industry Day." The event will be held in Charleston, South Carolina. The decision to attend or not to attend will not have an impact on any potential, future evaluation of a proposal that may be submitted in response to a potential RFP. Moreover, the information provided by each interested party will not have an impact on any potential, future evaluation of a proposal that may be submitted in response to a potential RFP. A future synopsis will be released providing details about registration for the meeting, the agenda, forum, (i.e. "open" or "one-on-one") specific date, location, visit request requirements, etc.
