The California Department of Transportation (Caltrans) will conduct utility potholing on State Routes 33, 41, 43, 198, and 269 in Kings County. Potholing is required to verify that no underground utilities, such as telecommunications or natural gas lines, would be affected within the project limits (see Table 1 for the project potholing locations on page 3). The crew will use either an extraction vacuum or Hydrovac (high-pressure water and vacuum) to expose the underground utility. Each pothole will measure approximately 6 to 8 inches at the surface and may widen to about 2 feet after reaching a depth of 2 to 3 feet. Once the utility is exposed and measurements are taken, the crew will backfill the pothole with the excavated material and compact it to the original ground level. The crew will then proceed to the next location and repeat the process. The maximum potholing depth is typically 10 feet, although depths of 12 feet or more may be required depending on project needs. Certain potholing locations will use electronic detection to identify underground lines without excavation. In these cases, an electronic detection potholer will tap a wire from a nearby utility box and use an electronic device to approximate the utility's location and depth. All potholing locations are within the existing Area of Potential Effects and are cleared under this CE/CE, except for Locations 8 through 37, which are cultural monitoring sites requiring additional tribal consultation and cultural monitoring during construction. Locations 8 through 37 are cleared only for electronic detection. If any proposed potholing locations are outside the existing Area of Potential Effects, additional documentation and consultation will be required.

State Route 41 Capital Maintenance Project
Solicitation # 06-1E960
The State Route 41 Capital Maintenance Project, solicitation number 06-1E960, is a Caltrans District 6 initiative located in Madera County near Coarsegold, California. The project scope encompasses comprehensive pavement resurfacing to extend service life, which includes cold planing and the application of Hot Mix Asphalt and Rubberized Hot Mix Asphalt. Additionally, the project focuses on enhancing pedestrian infrastructure and safety through the construction of new sidewalks, ADA-compliant curb ramps, curb and gutter systems, and the installation of streetlights and flashing beacons to improve crosswalk visibility. Other safety and drainage improvements include replacing drainage inlets, culverts, asphalt concrete dikes, and upgrading guardrails to current standards. A critical component of the work involves utility potholing to locate underground telephone lines owned by Sierra Telephone at two specific locations: Post Mile 28.03 and Post Mile 32.05. This work will utilize compressed air and vacuum excavation to create 1 by 1 foot holes reaching depths of up to 10 feet. All activities will be performed within the Caltrans right-of-way. The project is categorized as a forecast under NAICS code 237310 and is associated with Federal-Aid Project Number 0622000123. It has been determined to be categorically exempt under CEQA Class 2(c) and NEPA 23 CFR 771.117, with environmental commitments including worker awareness training and pre-construction surveys to protect special-status species.

El Dorado 2R Rehabilitation
Solicitation # 06-0Y370
The El Dorado 2R Rehabilitation project involves the comprehensive reconstruction of a 11-mile segment of Interstate 5 in Fresno County, California, specifically from post mile 10.0 to 21.0 near Coalinga. The scope includes cold planing the existing pavement and replacing it with a multi-layered asphalt system: a 0.15-foot leveling course of Rubberized or Geosynthetic Pavement Interlayer Hot-Mix Asphalt, followed by a 0.25-foot layer of standard Hot-Mix Asphalt, and topped with a 0.25-foot layer of Rubberized Gap-Graded Hot-Mix Asphalt. Severely damaged Portland cement concrete panels will be removed and substituted with Hot-Mix Asphalt. Additional work encompasses the installation of inside and outside shoulder rumble strips, placement of shoulder backing, and the upgrading or replacement of guardrail systems, drainage structures, dikes, roadside signs, and Traffic Management System components to ensure safety and functionality. The project is estimated to cost $45 million and is funded through the 2024 State Highway Operation and Protection Program with potential federal aid eligibility. All work must comply with Caltrans Standard Specifications and Special Provisions, including Sections 13-1, 7-1.02K, 14-7.03, and 14-11.08, which govern soil disturbance, lead-contaminated earth handling, paleontological resource protection, and aerial lead management. Environmental compliance is central to the project, requiring preconstruction surveys by qualified biologists to identify and protect special-status species such as burrowing owls, Crotch’s bumblebee, and blunt-nosed leopard lizard. All personnel must undergo environmental awareness training before site access, and staging areas must be clearly marked with stakes or flagging approved by a biologist. Immediate notification of cultural or paleontological resource discoveries is mandatory, and work stoppages may be required. The project is subject to CEQA and NEPA review processes, and final inspection and acceptance are conducted by Caltrans personnel, including the Senior Environmental Scientist, Judith Lopez, who also serves as the point of contact, alongside the Project Manager Haisam S. Soliman. The solicitation was posted on June 10, 2026, with proposals due by July 9, 2026, and construction is scheduled for the 2027/2028 fiscal year.
