COMBINED SYNOPSIS/SOLICITATION This is a brand name requisition to purchase a Kipp & Zonen CMP3 pyranometer, a single component net radiometer and a four component net radiometer. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMAF0002001002VRL. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 (Aug 2020) (Deviation 2020-05)(April 2020)(2017-05)(Sept 2017). (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 334517. The small business size standard is 1000 Employees. (V) This combined solicitation/synopsis is for purchase of the following commercial services and products: Kipp & Zonen CMP3 pyranometer and a single component net radiometer and a four component net radiometer. (VI) Description of requirements is as follows: BRRAND NAME JUSTIFICATION: All equipment must be the same as our existing equipment in order to be exchanged with the existing equipment currently running at the 3 existing eddy covariance stations. The equipment is calibrated every 2 years. If we did not use the brand name requested, we would not get the exact same measurements and there would be a great cost incurred to reengineer each of our 3 stations every 2 years, which currently have the Kipp & Zonen CMP3 pyranometers, NR-Lite 2 single-component net radiometers, and CNR4 four component net radiometers Thus, we must have the Kipp & Zonen brand pyranometers and net radiometers. Any other brand sensor would require us to purchase 3 more of everything essentially doubling the cost of the procurement. Any other brand would also require an exorbitant amount of additional cost and time for reengineering the whole system. Pyraonometer Specifications: The Kipp & Zonen CMP3 pyranometer is an instrument for measuring the solar irradiance. The thermopile sensor construction measures the solar energy that is received from the total solar spectrum and the whole hemisphere (180 degrees field of view). The output is expressed in Watts per meter square. The CMP3 pyranometer is designed for continuous indoor and outdoor use. Specifications in detail: Spectral Range (50% Points): 300 t? 2800 nm Sensitivity: 5 to 20 - V/W /m2 Response Time (95%): < 18 s Zero Offset A: < 15 W /m2 Zero Offset B: < 5 W /m2 Directional Response (Up to 80 with 1000 W/m2 beam):< 20 W/m2 Temperature Dependence of Sensitivity (-10 - C to+ 40 - C): < 5% Operational Temperature Range: -40 - C to+ 80 - C Maximum Solar lrradiance: 2000 W/m2 Field of View: 180 Other specifications Analog Voltage Output Must be supplied with 10 m cables and appropriate mounts and/or brackets. SINGLE-COMPONENT NET RADIOMETER SPECIFICATIONS The Kipp & Zonen NR Lite2 is designed for routine measurement of net radiation which is the balance between incoming and outgoing radiation under outdoor conditions. The design of the NR Lite2 is unique. The double-sided detector has black conical absorbers with an antistick weather resistant protective coating. In contrast to other sensor designs, NR Lite2 requires no fragile plastic domes. This results in a virtually maintenance free design. The vertical stick prevents birds from affecting the output signal. Specifications in detail: Number of Signal Outputs: 1-net total radiation Spectral Range (50% Points): 200nm to 100 - m Sensitivity: 10 - V /W /m2 Response Time: < 60 s Temperature Dependence of Sensitivity: 0.1%/ - C Operational Temperature Range: -40 - C to+ 80 - C Field of View: 180 upper and lower sensor Other specifications Analog Voltage Output Compatible with data logger with mV input Must be supplied with 15 m cables and appropriate mounts and/or brackets. FOUR-COMPONENT NET RADIOMETER SPECIFICATIONS The Kipp & Zonen CNR4 net radiometer measures the energy balance between incoming short-wave and long-wave Far Infrared (FIR) radiation versus surface-reflected short-wave and outgoing long-wave radiation. The CNR4 net radiometer consists of a pyranometer pair, one facing upward, the other facing downward, and a pyrgeometer pair in a similar configuration. The pyranometer pair measures the shortwave radiation. And the pyrgeometer pair measures long-wave radiation. The upper long-wave detector of CNR4 has a meniscus dome. This ensures that water droplets role off easily and improves the field of view to nearly 180, compared with a 150 for a flat window. All 4 sensors are integrated directly into the instrument body, instead of separate modules mounted onto the housing. But are each calibrated individually for optimal accuracy. Two temperature sensors, a Pt-100 and Thermistor, are integrated for compatibility with every data logger. The temperature sensor is used to provide information to correct the infrared readings for the temperature of the instrument housing. Care has been taken to place the long-wave sensors close to each other and close to the temperature sensors. This assures that the temperatures of the measurement surfaces are the same and accurately known. Which improves the quality of the longwave measurements. Specifications in detail: Number of Signal Outputs: 4 - incoming and reflected short-wave radiation, downward and upward long wave radiation Spectral Range (50% Points): 300 to 2800 nm short-wave Spectral Range (50% Points): 4.5 to 42'm longwave Sensitivity: 7 to 20 - V/W/m2 short-wave, 5 to 10 - V/W/m2 long-wave (Overall is 5 to 20 - V/W/m2) Response Time: < 18 s Non-linearity: < 1% Temperature Dependence of Sensitivity (-10 - C to+ 40 - C): < 5% Operational Temperature Range: -40 - C to + 80 - C Field of View: 180 short-wave upper sensor, 170 short-wave lower ?ensor, 180 long-wave upper sensor, 150 long-wave lower sensor Other specifications Analog Voltage Outputs Must be supplied with 10 m cables with connectors and appropriate mounts and/or brackets. (VII) The Place of Delivery is at the following location: GREAT LAKES ENVIRONMENTAL RES LAB/R/GLERL 4840 SOUTH STATE STREET ANN ARBOR MI 48108 Expected delivery date is Sept. 1, 2020.
