SECTION 1: INTRODUCTION
Project Title: Kirkland Art Center – Design & Construction of New Arts Spaces
Project location: 9 ½ East Park Row, Clinton, NY 13323
Project Contact: Anita Welych, Director

The Kirkland Arts Center (KAC) was started in 1960 and is now an active regional multi-
arts center. We are housed in an historic former church, barn, and connecting addition
located on the Village Green in Clinton, Oneida County, NY.
KAC has been awarded NYS Downtown Revitalization Grant (DRI) funding for our
project to demolish and rebuild, or possibly gut and renovate, the barn that is at the
back part of our facility. We plan to design and construct new art spaces in the rebuilt
barn and create a new Culinary Arts Studio in an existing part of our site.
The KAC is a contributing resource to the Clinton Village Historic District that is listed in
the National Register of Historic Places and is located in a Village-designated Historic
District.
SECTION 2: PROJECT OVERVIEW
The site is fully occupied by ca. 1841 former church building as the main frontage on East Park Row, a long-standing ca. 1900 former barn building at the rear of the property, and a ca.1990 addition as a connector. The entire complex is currently occupied by KAC activities.
The proposed project is intended to demolish the existing barn, reconstruct a new structure (barn) to provide updated art and craft studios and renovate an existing space in the connector as a culinary arts studio. The KAC is currently conducting a historical survey of the barn for SHPO in anticipation of its approval for demolition. If not approved, the project scope will require the renovation of the barn for new art and craft studios.
The DRI grant was awarded for the design and construction of a state-of-the-art space for arts-related programming including a new culinary arts studio. The entire facility will have HVAC updated with air source heat pumps; the new barn and connector will feature: replacement of the existing gas-powered water heater with an electric water heater; installation of LED lighting; and energy efficient windows. The proposed culinary arts studio will include energy efficient appliances. The old barn site will house the pottery studio and 2-3 other art and craft studios to provide space for painting, printmaking, fine craft, etc. The addition of an elevator in the barn will provide greater accessibility for all.
The project budget is $2.2 Million.
The Project Schedule anticipates the opening the new art and craft studios in the Spring of 2027 and the new Culinary Arts Studio in December, 2027.
